Abstract

Administrative division of the Ottoman Empire, established as a small district and governed 600 years, is change periodically. Administration division like as sandjak and eyalet in classical age had been changed with the legislative regulations that started in II. Mahmut period especially with Tanzimat. Firstly, in 1842, kaza unit was established between sancak and village. Administrarion division was determined as village, kaza, sancak and eyalet. In 1864, vilayet system was accepted based on French administrative model. In 1871 nahiye unit was established between kaza and village. In 1913 the last law, admistiration division was defined as village, nahiye, kaza, sancak, vilayet and separete sancak. According to the firsthand source carried in the years First World War, Ottoman Empire was formed 24 vilayet, 51 sancak 338 kaza,726 nahiye and 21 separete sancak that was divided 102 kaza and 222 nahiye.
