Abstract
Kanun’da temel görevleri arasında yer alan “Toplumu din konusunda aydınlatmak” ifadesiyle, varoluşsal amacı belirtilen Diyanet İşleri Başkanlığı (DİB), bu görevini merkez, taşra ve yurt dışı teşkilatında çalışmakta olan yaklaşık yüz elli bine yakın personeli aracılığıyla yürütmektedir. Bu görevliler arasında, “İçinizden hayra çağıran, iyiliği emredip kötülüğü meneden bir topluluk bulunsun” ilahi düsturunu yerine getirme noktasında, toplumla daha sık bir araya gelme imkânına sahip olan imam hatip, müezzin ve vaizler daha ön planda yer almaktadır. Bu bildiride; mevzuatta görev tanımı, “Toplumu dinî konularda bilgilendirmek, irşat ve rehberlik hizmeti sunmak” (Diyanet İşleri Başkanlığı Kuruluş ve Görevleri Hakkında Kanun, 1965) olarak belirtilen ve Başkanlığın misyonunun gerçekleşmesinde en önemli vazifelerden birini yerine getirmekte olan vaizlerin yetiştirilme usulleri, Medresetü’l-vâizîn başlangıç alınmak üzere tarihi süreç içerisinde incelenmektedir. Çalışmanın sınırlılıkları gereği Darülfünûn bünyesinde verilen yüksek din eğitimine yüzeysel olarak temas edilmekte, medreselerin ıslahı kapsamında yüksek din eğitiminin yeniden yapılanması bağlamında Medresetü’l-vâizîn hakkında bilgi verilmektedir. Tarihi seyir içerisinde vaiz yetiştirme sürecinde yaşanan gelişmeler, reform çalışmaları, dönüşümler, müfredat değişiklikleri Diyanet Akademisi süreciyle birlikte tartışılmaktadır. Kurulduğu andan itibaren din görevlisi yetiştirmede bilimsel ve teknoloji alanındaki yeni gelişmelerle birlikte personelin mesleki bilgi, görgü ve becerilerini hizmet içi eğitimlerle artırmayı amaçlayan bir eğitim kurumu olarak Diyanet Akademisinin, vaizlerin meslekî yetkinlikleri noktasında çağın gereklerini de dikkate alarak gelişimlerine sunduğu katkılar ortaya konmaya çalışılmaktadır. Vaiz yetiştirme politika, planlama ve pratikleri adına öneriler sunulması amaçlanmaktadır.

Abstract
The Presidency of Religious Affairs (DİB), whose fundamental purpose is stated in the law as ‘enlightening society on matters of religion,’ carries out this duty through its approximately 150,000 personnel working in its central, provincial and overseas organisations. Among these officials, imams, muezzins and preachers, who have the opportunity to meet with the community more frequently, are at the forefront in terms of fulfilling the divine principle of ‘Let there be among you a community that calls to good, enjoins what is right, and forbids what is wrong.’ This paper examines the historical process of training preachers, whose duties are defined in the legislation as ‘informing the community on religious matters and providing guidance and counselling services’ and who perform one of the most important functions in fulfilling the Presidency's mission, beginning with Medresetü'l-vâizîn. Due to the limitations of the study, only a superficial overview of the higher religious education provided within Darülfünûn is given, and information is provided about Medresetü'l-vâizîn in the context of the restructuring of higher religious education as part of the reform of madrasas. Developments in the process of training preachers, reform efforts, transformations, and curriculum changes throughout history are discussed in conjunction with the process of the Diyanet Academy. The aim is to highlight the contributions of the Diyanet Academy, an educational institution that, since its establishment, has sought to enhance the professional knowledge, experience and skills of its staff through in-service training, keeping pace with new developments in science and technology in the training of religious officials, and to consider the requirements of the age in terms of the professional competence of preachers. The aim is to present recommendations regarding the policies, planning, and practices of preacher training.
