Abstract
Bu çalışmanın amacı, Orhun Abideleri’nden, Bilge Kağan Abidesi’nin Türkçe öğretiminde değer aktarımı bakımından önemini ortaya koymaktır. Doküman taraması yönteminin kullanıldığı çalışma bulgularının analizinde, nitel analiz tekniklerinden “Betimsel Analiz” kullanılmıştır. Çalışmada, araştırmacı tarafından uzman görüşü alınarak hazırlanan “Değerler Formu” ile Bilge Kağan Abidesi’nde işlenen değer-değer unsurları belirlenmiş ve yorumlanmıştır. Araştırmanın problem sorularına ilişkin şu sonuçlara varılmıştır: ? Bilge Kağan Abidesi’nde, açık ve örtülü olarak 28 farklı değerden olmak üzere 177 değer unsuru belirlenmiştir. Bu değerler ve abidede işlenme sıklıkları şu şekildedir: Yiğitlik-kahramanlık değeri (f=23), Vatan-millet menfaati (f=20), Liderlik değeri (f=17), Tanrı inancı değeri (f=16), Millet-aile birliği değeri (f=14), Özgürlük-bağımsızlık değeri (f=10), İleri görüşlülük değeri (f=7), Dürüstlük değeri (f=6), Sadakat değeri (f=6), Vefakârlık değeri (f=5), Sorumluluk değeri (f=5), Gelenek-töre değeri (f=5), Bilgelik değeri (f=5), Çalışkanlık değeri (f=4), Dayanışma-muhtaçlara yardım etme değeri (f=4), Barış değeri (f=4), Duyarlılık-iyilik yapma değeri (f=4), Fedakârlık değeri (f=3), Saygı değeri (f=3), Vatan toprağını kutsal sayma değeri (f=3), Estetik-sanat değeri (f=2), Vatan sevgisi değeri (f=2), Sevgi değeri (f=2), Alçak gönüllülük değeri (f=2), Kanunlara-yasalara uyma değeri (f=1), Diline sahip çıkma değeri (f=1),Hoşgörülü olma değeri(f=1), Adil olma değeri (f=1). ? Bilge Kağan Abidesi’nde işlenen değerlerin %85 oranında Sosyal Bilgiler Öğretim Programı (MEB, 2005)’nda yer verilen değerlerle paralellik gösterdiği belirlenmiştir. ? Bilge Kağan Abidesi Türkçe değer iletimi etkinliklerinde kullanılması gereken zengin bir eserdir. Abidede kullanılan Türkçenin de açık, anlaşılır ve etkili olması, bu eserin Türkçe öğretimi ve değer aktarımı etkinliklerinde kullanılması gerektiğini ortaya koymaktadır.

Abstract
The aim of this study is to reveal the importance of Bilge Kagan Monolith, from one of the Orkhon Monolith, in terms of value transfer to Turkish education. In the analysis of the study's findings that document scanning method was used, "descriptive analysis" was used from Qualitative research techniques. In the study, the "Values Form" which was prepared by the researcher based on expert opinion and value-value elements processed in the Bilge Kagan Monolith were identified and interpreted. The following conclusions have been reached relaeted to the question of the study. ? In the Bilge Kagan Monolith, 177 value elements have been determined directly and indirectly including 28 different values. These values and the frequency of processing in monolith are ; Courage-heroic value (f = 23), Country and nation interests (f = 20), Leadership value (f = 17), Belief in God value (f = 16), Nation-family unity value (f = 14), Freedom and independence value (f = 10), Farsightedness value (f=7), Honesty value (f = 6), Loyalty value (f = 6), Faithfulness value (f=5), Taking responsibility value (f = 5), Tradition-customs value (f = 5),Wisdom-scientific value (f = 5), Diligence Value (f = 4), Solidarity-poor relief value (f=4), Peace value (f = 4), Sensitivity-kindness to value (f = 4), Sacrifice value (f = 3), Respect value (f = 3), Perceiving homeland as holyland (f=3), Aesthetic and artistic value (f = 2), Patriotism value (f = 2), Love value (f = 2), Humility value (f = 2), Comply with laws-law of value (f = 1), "Hold one's tongue" value (f=1), Being tolerant value (f = 1), Being fair value (f = 1). ? It is determined that there is significantly parallelism %85 rate between the values mentioned in Bilge Kagan Monolith and the values taken into account in Social Studies Teaching Program( MNE, 2005). ? Bilge Kagan Monolith is a wealthy work which should be used in Turkish value transfer activities. The fact that Turkish language used in the monolith was clear, understandable and effective reveals that this work should be applied in the activities of Turkish education and value transfer.
