Abstract

XIX. yüzyıl Osmanlı Devleti’nde siyasi ve askeri gelişmelerin meydana geldiği bir zaman dilimi olmasının yanı sıra; demografik, sosyo-ekonomik ve kültürel değişimlerin de etkili olduğu bir dönemdir. Bunun en önemli nedeni; toprak kayıplarıyla birlikte sınırların daralması ve bu sürecin beraberinde getirdiği sonuçlardır. Bu çalışmada; Osmanlı Devleti’nin muhacir-aşiret politikası incelendikten sonra özelde Milli Aşireti genelde ise diğer aşiretler üzerinden muhacir-aşiret ilişkileri üzerine bir değerlendirme yapılacaktır. Muhacirlerin Milli Aşireti ile ilişkileri tek bir boyutta olmayıp, olumlu ve olumsuz meseleler karşılıklı olarak yaşanmıştır. Yaşanan problemler arasında gasp, darp, hırsızlık, köy baskını gibi vakaların olduğu gözlemlenmiş, söz konusu vakaların yaralanma ve ölümle sonuçlandığı da görülmüştür. Bununla birlikte bazı gelişmelerden birliktelik doğduğu da anlaşılmıştır. Muhacirlerden bazıları iskân edildikten bir süre sonra Milli Aşireti’nin himayesine girerek bu topluluğun bir parçası olabilmiştir. Ayrıca muhacirler söz konusu aşireti yaşamları ve giyimleri ile etkilemiştir.

Abstract

The 19th centuries in the Ottoman Empire witnessed not only significant political and military events but also numerous demographic, socioeconomic and cultural developments. These outcomes were mostly caused by progressive shrinking of the borders as a result of gradual loss of territory and also by the events taking place in the aftermath of these developments. The aim of this study is to present an evaluation that would specifically focus on the Milli Tribe and in a general context on the other tribes through the Immigrant-Tribe Policy of the Ottoman Empire. The relation of the Milli Tribe with the immigrants was not unidimensional; rather, it involved both positive and negative incidents. These incidents included extortion, battery, theft, and village raiding, some of which culminated in injury or death. On the other hand, some of the incidents resulted in the formation of unions. After being settled, some immigrants entered the auspices of the Milli tribe and became a part of the tribe. Moreover, they were highly influenced by the living and clothing styles of the tribe.
