Abstract
Dünyada yaşanan küreselleşme süreci her alanda kendisini gösterdiği gibi liderlik anlayışını da etkisi altına almış ve değişime zorlamıştır. Bu süreçte klasik lider anlayışının yanında dönüşümcü liderlik gibi yeni liderlik anlayışları ortaya çıkmıştır. Dönüşümcü liderlik, genel açıdan gözlemleme ve analiz yeteneği olan, ben merkeziyetçilikten ayrılarak biz merkezli olmaya odaklanan, küreselleşen dünyayı yakından takip eden, entelektüel bir kişilik yapısına sahip olmayı gerektiren bir liderlik tipi şeklinde ifade edilmiştir. Çalışma kapsamında Isparta il, ilçe ve belde belediyesi çalışanlarının görüşleri doğrultusunda belediye başkanlarının liderlik vasıfları incelenmiştir. Çalışmada Isparta’da üst üste seçimleri kazanmış belediye başkanları örneklem olarak seçilmiştir. Nitel araştırma yöntemi kullanılan çalışmada Isparta’daki 22 belediye arasından il, ilçe ve belde olmak üzere 3 farklı belediye türünde, üst üste seçim kazanmış başkanların bulunduğu 4 belediyede çalışma yapılmıştır. Belediye çalışanlarının fikirleri doğrultusunda belediye başkanlarının dönüşümcü liderlik özelliklerini sergiledikleri ve dönüşümcü liderlik özellikleriyle arka arkaya seçim kazanmaları arasında bir ilişki kurulmuştur.

Abstract
The process of globalization that has taken place in the world has affected the understanding of leadership as it has shown itself in every field and it has forced to change. In this process, new leadership concepts such as the transformational leadership emerged besides the classical leadership understanding. Transformational leadership is defined as the ability to empower and empower their followers’ to achieve the set out vision, and to transform them into positive change and force to common action. In this study, we tried to explain leadership qualities of mayors in Isparta, with districts and towns of Isparta. In this study, mayors who have won the elections more than one in Isparta have been chosen as the sample. By using qualitative research method, the study was done with four municipalities among the 22 municipalities in Isparta, in kinds of municipalities, provinces, districts and towns, which mayors have won elections more than one. With the opinions of the employees of the municipalities about their leaders, it has been correlated between the mayors showing their transformational leadership qualities and winning successive electoral features with the transformational leadership qualities.
