SİVİL TOPLUM KAVRAMININ TARİHSEL GELİŞİMİ VE TOPLUMSAL SÖZLEŞMECİLERiN DÜŞÜNCESİNDE SİVİL TOPLUM ANLAYIŞI

Abstract
Sivil toplum, çağdaş demokrasiler açısından önemli olan ve siyaset felsefesinde üzerinde pek çok çalışmanın yapıldığı bir kavramdır. Sivil toplum, devletin denetim alanı dışında kalan, devletten bağımsız, rızaya dayalı olarak oluşturulan kurum ve faaliyet alanı olarak tanımlanır. Sivil toplum, tarihsel süreçte birçok düşünür tarafından irdelenmiş olan bir çalışma alanıdır. Kavramın gelişim sürecine bakıldığında düşünürlerin söz konusu kavrama yönelik farklı perspektifler geliştirmiş olduğu görülecektir. Bu çalışmada sivil toplum, kavramsal ve tarihsel perspektiften ele alınacak, ardından toplumsal sözleşmeci düşünürlerin sivil toplum anlayışı incelenecektir. Çalışmada ilk olarak sivil toplum kavramı ele alınacaktır. Daha sonra Sivil toplum kavramı Antik Yunan’dan itibaren irdelemeye çalışılarak, Batıda sivil alanın oluşumunu sağlayan içsel dinamikler ve gelişim süreci ortaya konmaya çalışılacaktır. Son olarak da toplumsal sözleşmeci düşünürler olan Thomas Hobbes, John Locke ve J.J.Rousseu’da sivil toplum düşüncesi ele alınacaktır.

Abstract
Civil society is a concept that is important in terms of contemporary democracies and that many studies have been done in the political philosophy studies. Civil society is defined as the institution and field of activity that is established on the basis of consent, without connection to the state and outside the control area of the state. Civil society is a field of study that has been examined by many thinkers in the historical process. Looking at the development process of the concept, it will be seen that the thinkers have developed different perspectives on the subject. In this study, civil society will be discussed from a conceptual and historical perspective, followed by civil society understanding of social contractor thinkers. The concept of civil society will be discussed first in the study. Later, the concept of civil society will be examined from ancient Greece, and the internal dynamics and development process that will lead to the formation of the civilian area in the West will be tried to be revealed. Finally, the idea of civil society of social contractor thinkers Thomas Hobbes, John Locke and J.J. Rousseu will be considered.
