Abstract
Küreselleşmenin etkisiyle değişen dünya düzeni bölgesel politikalara bakış açısını değiştirerek, bölgesel gelişmenin kavramsallaştırılması ve bölgesel politikaların uygulanmasında değişikliğe yol açmıştır.Bölge, kalkınma ve bölgesel kalkınma kavramları yeniden şekillenmiş, buna göre politikalar yeniden belirlenmiştir. Bölgesel kalkınma,bölgedeki sosyo- kültürel ve kurumsal yapıyı öne çıkararak, bölgedeki mevcut kaynakları harekete geçirerek özellikle bütün aktörlerin işbirliğini temel alması yönüyle önem ifade etmektedir.Bölgedeki aktörlerin etkin ve verimli kullanılması bölgedeki politikaları olumlu yönde etkileyerek,bölgenin ihtiyaçlarının doğru anlaşılmasını sağlamaktadır. Çalışmada ilk olarak Osmanlı’dan Bugüne Türkiye’de Bölgesel Kalkınma Politikaları’nın Tarihçesi’nden bahsedilmiş, AB Sürecinde Türkiye’nin Bölgesel Kalkınma Politikalarına Bakışı ve Türkiye’de Uygulanan Beşer Yıllık Bölgesel Kalkınma Politikaları ele alınarak günümüzde kalkınma politikalarının önemine vurgu yapılmıştır.

Abstract
World order that changes with the effect of globalization, modifying the viewpoint to regional policies, led to change in conceptualizing regional development and implementing regional policies. The concepts of the region, development, ,and regional development were reshaped and policies were again determined in accordance with this. Regional development, driving forward the sociocultural and institutional structure in the region and mobilizing the existing resources in the region, has an importance especially from the aspect of grounding on cooperation with all actors. Effective and efficient use of the actors in the region, positively affecting the polices in the region, enables the needs in the region to be properly understood. In the study, firstly, the history of regional development polices from Ottomans to the present were mentioned about and, then, dealing with the viewpoint of Turkey to regional development policies in EU process and five-year regional development policies applied in Turkey, the importance of development policies at the present days were emphasized.
