Abstract
Stratejik planlama arz ve taleplerin sürekli değiştiği günümüzde yerel yönetimler için bir zorunluluk halini almıştır. Stratejik planlamanın gerçekleşmesi için aşamalarına, değişen çevre koşullarına, belirlenen hedefe giden yolda çıkabilecek engellere hızlı ve doğru cevap verilmesi, personelin bu sürecin ayrılmaz parçası olduğunu bilerek hareket etmesi, süreci personelin benimsemesi gereklidir.Yerel yönetimlerin stratejik planlama çalışmaları neticesinde faaliyetler daha sürdürülebilir ve takip edilebilir olmaktadır. Bu kapsamda yerel yönetimler stratejik planlamanın daha önemli olduğunu ve gerekliliğini kavramışlardır. Çalışma içerisinde yerel yönetimlerde stratejik planlama ve stratejik planlamanın aşamaları ele alınmıştır. İstanbul Avrupa yakasında bulunan ilçe belediyelerine çalışan kişilere yerel yönetimlerde stratejik planlama ile ilgili olarak anket çalışması yapılmış ve bulgular değerlendirilmiştir.

Abstract
Strategic planning has become compulsory for local governments nowadays, as supply and demand changes constantly. In order for strategic planning to take place, it is necessary to adapt to changing environmental conditions, to answer quickly and accurately the obstacles that may occur on the road to the specified destination, to knowing that staff is an integral part of this process, and to staff need to adopt process. As a result of the strategic planning activities of the local administrations, the activities become more sustainable and traceable. In this context, local governments are conceptualizing the importance and necessity of strategic planning. In the study, the steps of strategic planning and strategic planning in local governments were discussed. A questionnaire survey was conducted on the strategic planning in local governments of the people working in the district municipalities located in Istanbul, Europe and the findings were evaluated.
