Abstract
Osmanlı İmparatorluğu’nda egemenlik anlayışıyla bağlantılı olarak, sistemi çok uzun süre koruyan önemli bir mekanizmanın varlığı göze çarpmaktadır. Mutlak iktidar anlayışı, kamu yöneticilerine karşı gösterilen itaatin temel biçimlendiricisi olmuştur. Bu noktada iktidarın böyle bir güçle donatılmasında, genel bir bakışla, başta İslamiyet olmak üzere, devletin tüm kurum ve ekonomik kaynaklar üzerindeki sıkı kontrolünün etkisi büyüktür. Osmanlı egemenlik anlayışında iktidarın sınırlarını öncelikle yöneticilere itaat olgusu çizmektedir. Çalışmada, Sultana itaat ve iktidarın sınırları konusu, İslami ilkeler ve örfi hukukun belirlediği çerçevede incelemekte olup, buyruk sahibinin sorumluluğu; yöneticilerin haksızlıklarını gidermede Adaletnâmeler, şikâyetnameler, Osmanlı’da kanun ve nizama uyma ve bunun denetlenmesini mümkün kılan Hisbe teşkilatı ve zulüm suçları esas alınarak değerlendirilmiştir.

Abstract
In connection with the mentality of sovereignty in the Ottoman Empire, the existence of an important mechanism that protects the system for a very long time is striking. The concept of absolute power has become the basic formative of obedience seen against the public administrators. At this point, the equipping of power with such a force is largely a result of the government's strict control over all institutions and economic resources, from a general point of view, especially Islam. In mentality of Ottoman sovereignty, the boundaries of power are primarily obedience to the rulers. In this study, the subject of obedience to the Sultan and the limits of power is examined within the framework of Islamic principles and customary law, the responsibility of the owner of the order was evaluated based on the allegations of justice, complaints, and crimes of the Hisbe Organization and cruelty in the Ottoman Empire, which made it possible to comply with the law and regulations and to control them in order to eliminate the injustices of the rulers.
