Abstract
Engelli bireyler sağlıktan eğitime, istihdamdan sosyo-kültürel faaliyetlere kadar tüm yaşamsal alanlarda sorunlarla karşılaşmaktadır. Karşılaşılan sorunlar sadece engelli bireyi değil, onun çevresini oluşturan ve bakımını üstlenen ailesini ya da diğer bakım verenleri de etkilemektedir. Bu çalışmanın amacı; Türkiye’de engelliliğe dair sorun alanlarının belirlenmesinde sistematik bir yaklaşım sunarak, konunun daha net anlaşılmasını ve de daha kalıcı ve etkin çözümler üretilmesini sağlamaktır. Böylece bu çalışmada engelliliğe dair sorun alanları Türkiye koşulları göz önünde bulundurularak, yaşanmışlık çerçevesinde “tıbbi tedavi alanı, sosyal-etkileşimsel alan ve farkındalık alanı” olarak üç temel boyutta sınıflandırılarak ele alınmıştır. Her bir alanın kendi içerisinde çeşitli sorunları barındırdığı tespit edilmiştir. Çalışma bu sorunlara çözüm önerileri ile sonlandırılmıştır.

Abstract
People with disabilities face problems in all vital areas, from health to education, from employment to socio-cultural activities. The problems encountered affect not only the people with disabilities, but also their families or other caregivers who take care of them or constitute their environments. The purpose of this study is to provide a systematic approach to determine problem areas related to disability in Turkey, so help a clearer understanding disability in the social structure of Turkey, and to produce more permanent and effective solutions. Thus, considering the conditions of Turkey, within the experience of disability, the problem areas of disability in this study are classified in three main dimensions as “medical treatment area, social-interactional area and area of awareness”. It has been determined that each area has various problems within itself. The study was concluded with suggestions for solutions to these problems.
