İktisat Sosyolojisiyle Neoliberal Politikaların Aile ve Eğitim Kurumu Üzerindeki Olumsuz Etkilerinin Değerlendirilmesi

Abstract
Adam Smith’e göre İngiltere, Amerika ve Hollanda gibi Protestan ülkelerde toplumlar piyasa etrafında organize oluyordu. Zenginliğin yolu ise liberal politikalardan geçiyordu. Adam Smith’in laissez-faire kapitalizm vizyonu ticarete dayalı küresel medeniyetin temellerini oluşturdu. 1978’de Amerika’da yayınlanan Washington Mutabakatı Neoliberalizmin doğum belgesiydi. Washington mutabakatı Amerikan Rüyası olarak bilinen Protestan İdealinin daha güncel olan yeni formülünü temsil ediyordu. Bu Mutabakat ile Adam Smith ve laissez-faire kapitalizm argümanları yeniden dünyaya gelmiş, küreselleşme sürecinin başlamasına yol açmıştı. Protestan ülkelerin kurduğu ticarete dayalı küresel medeniyetin demokrasinin, barış ve istikrarın gelişmesine yol açtığı düşünülmektedir. Amerikalı elitlere göre Neoliberal politikalar uluslararası ticaretin önündeki engelleri kaldırarak sıradan insanların bile yaşam standartlarının yükseltilmesini sağlamaktadır. Günümüzde Kıta Avrupası ülkeleri ise “Üçüncü Yol” doktrinini izleyerek Neoliberalizmden daha insani olan bir kapitalizm modelini uygulamaktadırlar. Çünkü, Neoliberalizme göre sosyal faktörlerin piyasaların işleyişini bozduğu düşünülmektedir. Dolayısıyla, Kıta Avrupası ülkeleri toplumlarını piyasaların olumsuz etkilerinden koruyabilmek için ekonomik emperyalizmin bir uzantısı olan Neoliberal politikalardan uzak durmaktadırlar. Bu çalışmada, iktisat sosyolojisi yaklaşımıyla Neoliberalizmin yol açtığı piyasalaşmanın aile ve eğitim kurumu üzerindeki yıkıcı etkilerine değinilmektedir. Bu bağlamda çalışmada, ekonomi ile toplum arasında bir entegrasyona ulaşılmaya çalışılmaktadır.

Abstract
According to Adam Smith, societies in Protestant countries like England, USA and Holland were organized around the market. And liberal policies were the best way to acquire wealth. Adam Smith's vision of laissez-faire capitalism laid the foundations of a global civilization which is based on free trade. The Washington Consensus which is declared in 1978, is the birth document of Neoliberalism. With Washington Consensus, Adam Smith and laissez-faire arguments were reborn again. Washington Concensus updated and reformulated the Protestant Ideal which was generally known as American Dream. This event led to the start of globalization process. It is widely accepted notion that the trade-based global civilization established by Protestant countries led to the development of democracy, peace and stability. According to American political elites, Neoliberal policies remove the barriers in front of the international trade and increase the living standards of even ordinary people. Today, Continental European countries, on the other hand, follow the "Third Way" doctrine and apply a model of capitalism that is more humane than Neoliberalism. Because, according to Neoliberalism which is associated with economic imperialism, social factors are assumed to disrupt the functioning of markets. Therefore, Continental European countries stay away from Neoliberal policies, which are an extension of economic imperialism. They try to protect their societies from the negative effects of free markets. In this study, the destructive effects of marketization caused by Neoliberalism on the family and education institutions are shortly discussed by using the approach of economic sociology. Economy and society are tried to be unified with this research.
