Abstract
Soğuk savaş döneminde dünyanın Batı ve Doğu bloğuna ayrılması ABD’nin karşı bloktaki ülkeleri etkisi altına alma çabası başarısız kalmıştır. SSCB’nin dağılmasıyla hem Rusya hem de birlikten ayrılan ülkeler bölünmenin sıkıntılarını yaşıyordu. Bölünmeyi fırsat çeviren ABD, Orta Asya ülkeleriyle ikili ilişkileri tesis etmeye başlamıştır. Bu dönemlerde Rusya ekonomik sorunlarıyla uğraşırken Yakın Çevre ile ilişkileri sadece siyasi boyutuyla devam ediyordu. ABD, 11 Eylül olaylarından sonra Orta Asya’da varlığını kalıcı hale getirme adına askeri üsler açmaya başlamıştır. Kırgızistan bu ülkelerden biridir. V. Putin iktidara gelmesi ile Rusya kendini toparlamış ve Yakın Çevre’de somut adımlar hissedilmeye başlanmıştır. 2003 Yılında BDT (KGAÖ) adı altında askeri üs kurulmuştur. Rusya varlığını korumak için Kırgızistan’a ekonomik ve askeri alanda desteklemeye başlamıştır. Rusya’nın Kırgızistan’daki gücünün artmasıyla bölgede Rusya ve ABD mücadelesi başlamıştır. Dünyadaki örneklere bakılırsa aynı anda kendi topraklarında ABD ve Rus üssü bulunduran tek ülke Kırgızistan’dı(r). Kırgızistan’ın Manas Askeri Üssü’nü kapatma kararı alması ile bölgedeki mücadelenin Rusya lehine geliştiği söylenebilir.

Abstract
The world split into the West and the East blocks during the Cold War and the struggle of the US to influence the countries on the opposite side of the block has been unsuccessful. With the disintegration of the USSR, both Russia and the countries separated from the union were having difficulties becouse of splitting from the division. Taking that as the opportunity, the US has begun to establish bilateral relations with Central Asian countries. During these periods, while Russia was dealing with economic problems, the relations with the "Near Environment" continued only with the political dimension. After September 11, the United States began to open military bases in Central Asia to make its presence permanent. Kyrgyzstan is one of these countries After Putin's coming, Russia has recovered itself and its concrete steps in the "Near Environment" has felt. In 2003, a military base was established under the name of CIS (KGAÖ). Russia began to support Kyrgyzstan's in economic and military questions to protect its Russian presence. With the increase of Russia's power in Kyrgyzstan, the struggle for Russia and USA in the region has begun. Looking at the examples in the world, Kyrgyzstan was the only country that had US and Russian bases in its territory at the same time. Kyrgyzstan's decision to shut down the Military Base of Manas, can be said that the struggle was taken by Russia.
