Abstract
Osmanlı Devleti’nde XIX. yüzyılın ortalarına doğru bedene yönelik cezalardan hürriyeti kısıtlayıcı cezalara doğru bir geçiş başlamış, böylece hapis cezası ve hapishaneler Osmanlı ceza sistemi içerisinde önemli bir yer edinmiştir. Suçluların hapsedilmesini sistematik bir şekle sokan hapishaneler, XIX. yüzyılın ikinci yarısından itibaren yaygınlaşmaya başlamış, ancak bu durum önemli sorunları da beraberinde getirmiştir. Bu çalışmada Osmanlı Devleti’nin son dönemlerinde önemli bir sorun olarak ortaya çıkan hapishanelerin iyileştirilmesi çabaları içerisinde, diğer Osmanlı hapishaneleri gibi son derece ıslaha muhtaç bir vaziyette bulunan Kırşehir merkez hapishanesinin 1873-1919 yılları arasındaki fiziki, sıhhi ve güvenlik sorunları ile bu sorunların giderilmesine dair çözüm arayışları incelenmiştir

Abstract
In the Ottoman Empire, a transition started from the corporal punishments to the punishments restricting liberty to the mid-19th century, and thus imprisonment and prisons gained an important place in the Ottoman punishment system. Systematizing the imprisonment of the criminals, the prisons became common from the second half of the 19th century but this situation also led to important problems. In the attempts of enhancing the prisons revealing as an important problems during the last periods of the Ottoman Empire; as other Ottoman prisons, physical, health, and security problems of Kırşehir Central Prison in need of reform extremely between the years of 1873 and 1919 and ways searched for solving these problems were investigated in the present study.
