Abstract

Social municipality can be defined as an understanding that allows municipalities to take people on the basis of the policies they produce and to implement human and community based practices. In Turkey, especially in the 1990s, the concept of social municipality, which started to expand its application area with the personal efforts and efforts of some mayors, became one of the important policy elements in the competition and promotion of cities. These services are mostly carried out within the framework of social assistance, Social Services and cultural activities. The aim of this study is to reveal the perception of social Municipality within the framework of social municipality understanding through the Istanbul Metropolitan Municipality sample and to determine the perceptions and attitudes of the operators and beneficiaries regarding the services offered. In this context, the literature on the concepts of social state/welfare state, social policy and social municipality has been included. Then, the services provided by the IBB within the framework of social municipality understanding were discussed.
